Humphrey Claxton is a non executive Chairman of LSHP.  Having worked for Community Health Partnerships, he also has his own management consultancy firm, Metamorphis.  He has previously held positions in industry and with Government Office for the North West.

Mike Webb

General Manager

As LSHP’s Projects Director he helped deliver award winning Health Centres across Liverpool PCT. Having previously worked for major PLC’s, international operating contractors and consultants, his successfully completed project include works in commercial building, Health, power, water, port and Habour, Airports and MOD.

Neil Ward


Neil is Community Health Partnerships’ nominee on the Board.   Originally from a legal background, Neil has extensive experience in property, development and public private partnerships and sits on a number of other PPP Boards across the North of England.

Ian Tayler


Ian is the BBGI representative on the Board.  He is a Chartered Management Accountant and has a wealth of corporate and operational experience of delivering and managing public sector contracts and PPP/PFI schemes across several different sectors.

Gideon Ben-Tovim


Gideon Ben-Tovim OBE is Hon Senior Fellow in the Dept Sociology University of Liverpool where he Chairs the Liverpool Institute for Health Inequalities Research. Deputy Chair of the Mayor of Liverpool’s Heath Commission, Chair of the Northwest Coast Academic Health Science Network as well as the Liverpool City Region Local Nature Partnership.

Frank Schramm


Frank has worked in the PPP, investment banking and advisory sectors for over 20 years. Co-CEO of BBGI, a company listed on the London Stock Exchange. BBGI currently manages a global portfolio of 36 infrastructure investments, located in Australia, Canada, Germany, the UK and the USA, with a market capitalisation of circa €530 million.

Samantha McCumiskey

Business Development Manager & Senior Healthcare Planner

Previously, Samantha worked for the NHS for 21 years, working for 4 healthcare organisations in London and North West England, in senior positions and has skills in strategy and planning, service improvement and redesign, healthcare capital projects, project and programme management, engagement and consultation. Since 2003, Samantha has been a Department of Health Gateway Reviewer.
