Dave Sweeney
CHAIRMAN
Dave joined the LSHP Board as Chair in Autumn 2022. Dave was one of the first fully integrated Executive Strategic Commissioners that span both the CCG, LA, Community, Voluntary Sector, Sport, and Environment.
Dave has 21 years’ experience working in NHS and LA transformation/various levels of change management. A multi-award-winning commissioner, Dave was awarded UK Social Value Leader 2016. Passionate about mental wellbeing, social movement and harnessing the power of communities. In December 2016 Dave picked up an NHS Leadership Award for ‘Service Development and Innovation’.
Dave is now a Director in the newly established NHS Cheshire and Merseyside and leads on Sustainability and a wide range of system aspects including the Green Plan and implementing place and scale opportunities to meet the net zero targets. Anchor institutes, Executive lead for the voluntary sector, social value and personalised care.
Gideon Ben-Tovim
DIRECTOR
Gideon Ben-Tovim OBE is Hon Senior Fellow in the Dept Sociology University of Liverpool where he Chairs the Liverpool Institute for Health Inequalities Research. Deputy Chair of the Mayor of Liverpool’s Heath Commission, Chair of the Northwest Coast Academic Health Science Network as well as the Liverpool City Region Local Nature Partnership.
Andreas Parzych
DIRECTOR
Andreas Parzych is an Executive Director and member of the Management Board of BBGI Global Infrastructure S.A.. He has over 20 years’ experience in infrastructure investment across transport, social infrastructure, and renewables in Europe and North America.
He joined BBGI in 2016 as Director, Head of Business Development, responsible for identifying, evaluating, and executing investment opportunities for the fund, and has played a key role in implementing our growth strategy since joining BBGI.
Before joining BBGI, he was a Managing Director with John Laing, responsible for the primary investment activities in Continental Europe. He also worked at PwC in the infrastructure, government, and utilities advisory business.
Jeanette Leach
DIRECTOR
Jeanette is North West Regional Director for Community Health Partnerships, with over 20 years’ senior leadership experience in the NHS across commissioner and provider organisations locally, regionally and nationally. She has held roles in the Primary Care Trust, Heywood Middleton and Rochdale CCG, Tameside and Glossop Integrated Care Foundation Trust, NHS England and Greater Manchester Combined Authority.
With an MBA in Business Administration, she progressed from corporate services board secretary to commissioning, contract management, procurement and leading successful large-scale NHS transformation programmes supporting health and social care integration. She leads infrastructure strategic planning, improving building optimisation and customer excellence. Jeanette is a Director on several North West LIFT Partnership Boards.
Michael Denny
DIRECTOR
Michael Denny has over 20 years’ experience in corporate finance, with a particular focus on the infrastructure and real estate sectors.
He joined BBGI Global Infrastructure in 2012. As the Group’s Chief Financial and Operating Officer, Michael oversees the Group’s corporate finance activities. He is a member of the Management Board and serves on the Group’s Investment and ESG Committees.

Des French
DIRECTOR
Des brings over 25 years’ experience across PPP/PFI and LIFTCo asset management and operations, with deep sector exposure including health, education, defence, accommodation, transport, and blue-light services. Before joining BBGi, Des was a Board Director and Head of Operations at Resolis, where he was responsible for overseeing complex, compliance-driven portfolios and leading constructive, outcome-focused engagement with public-sector counterparties and stakeholders.
Des has extensive experience in complex commercial negotiations and dispute resolution, including mediations, arbitrations, voluntary terminations and broader contractual settlements. He also brings strong governance, operational and financial oversight capability, developed through many years of working closely with SPVs, lenders and equity investors.
